A temporary storage facility is a place indicated in an authorisation issued by the customs authorities where goods not permitted to be placed on the market are temporarily stored . This is the case in particular:
- the need to complete the documentation for the customs declaration, or the need for transhipment and onward transportation, beyond the border of the Republic of Poland to clear customs before the competent customs office in another EU country.
- the need to carry out additional tests on the goods, for example at the Sanitary Inspectorate
- the need to deal with missing formalities in the case of suspended customs duties
In the temporary storage facility, goods may be kept in storage for a maximum of ninety days without any repair work being carried out on them. Any operation on the goods in the temporary storage facility must not result in any change in the appearance or technical properties of the goods. Goods may only be removed from such a warehouse in the quantity declared on the Entry Summary Declaration.
The benefit for entrepreneurs of being able to temporarily store goods in a warehouse is first and foremost that they can be temporarily, safely stored. In an optimal period of up to 90 days, the trader has time to complete the missing formalities for the release of the goods, without having to return them directly to the shipper.
The advantage associated with the use of temporary storage facilities is the effect on improving the company's storage logistics. By having adequate stock, the entrepreneur can ensure the systematisation of orders and, at the same time, postpone the actual payment of the customs debt until the goods are released from the warehouse for circulation.
Nowadays, temporary storage facilities are often used in the e-commerce sector, as they allow the storage and dispatch of goods to be significantly optimised.
Temporary storage versus bonded warehousing - find out the differences
Both temporary storage and bonded warehouses are places where different types of goods are stored. However, they differ in the rules under which goods can be stored in them and in the range of activities performed in them.
The storage of goods in a temporary storage facility is limited in time. This time should be used by the trader to complete the necessary documents, but the goods themselves must remain in an unaltered state. No packaging or alteration of its properties may be carried out. Furthermore, the goods entered into storage must be removed or released in the same quantity as originally declared.
In contrast, goods in a bonded warehouse can be stored indefinitely. In addition, storing goods in a warehouse allows for packaging, repackaging and gives the opportunity to move them out in batches.
